I covered this issue for several years when I worked at Carolina Public Press. For years, Cherokee County DSS used this 'Custody and Visitation Agreement,' or CVA, to remove children from their parents. DSS workers said they did it to save time.

I'm told the former lawyer for Cherokee County's Department of Social Services, Scott Lindsay, who allegedly orchestrated a scheme to separate children from their parents without court involvement, has been convicted by a jury of 12 felony charges.
